			<content:encoded><![CDATA[<p>The Caribbean is one of those areas of the world in which the affluent desire to spend their leisure time.  As such, it&#8217;s an area where real estate values may fluctuate, but they never experience price collapse, as recent markets have in other parts of the world.  Recent analysis and reporting from Merrill Lynch has been very positive, with global communications, sports facilities and a green policy named as positive factors desired by global investors.  The Caribbean as a whole is quite desirable, but St. Lucia has emerged as a hotspot, with all of these traits and policies.</p>
<p>There&#8217;s plenty of money available globally for real estate investment, with the only question being which areas of the world will benefit.  The value of tourism and foreign investment isn&#8217;t lost on the government of St. Lucia.  Focusing on promoting tourism, there are also some very attractive real estate and tax incentives for foreign investors.  With no taxes on rental income, capital gains, inheritance and repatriation, there&#8217;s plenty of incentive to purchase real estate for fun, the beauty of the area, and future appreciation.  <strong>The World Bank recently placed St. Lucia in the top 30 countries in the world in which to invest</strong>.</p>

			<content:encoded><![CDATA[<p>When asked which of the Caribbean islands is the most beautiful, the debate is endless and almost always without consensus. Barack Obama may well change that. Very few travelers who have hiked the trails through La Sierra de los Organos to the spectacular Vinales Valley , or strolled the white sands of Varandne will vote for anyplace other than Cuba . The only factor standing between Cuba being a travel destination of choice for the U.S. traveler is of course, the U.S. Policy toward Cuba .</p>
<p>
<p>But what if the U.S. Policy would change? What are the implications for Cuba , as well as the Bahamas and the Caribbean nations whose economies depend almost entirely on tourism? When Barack Obama is sworn in as the 44th President of the United States on January 20, 2009, there will be change. Only the nature and pace of the change is as of yet unknown.</p>
<p>
<p>During a campaign swing through Miami , celebrating Cuban Independence Day, Obama said, &#8220;My policy toward Cuba will be guided by one word: &#8216;libertad,&#8217; the Spanish word for liberty. His promise to the Cuban-Americans was to lower travel restrictions for Cuban-Americans visiting family members, plus an increase in the allowable money transfers to Cuba . Many expect this promise to be honored in the first 30 days of the Obama Presidency. He is also expected to expand the people-to-people exchange policy initiated by the Clinton administration, and all but eliminated under the Bush administration. The number of academics, church groups, students and other groups without commercial purpose traveling to Cuba would increase dramatically.</p>
<p>
<p>The real question is whether Raul Castro will respond favorably to these changes in U.S. Policy and begin his own policy changes affording the Cuban populace more personal liberties. If that door opens would Obama and the U.S. Congress consider lifting the embargo and allowing unlimited commercial and personal travel? And what would that mean?</p>
<p>
<p>The U.S. traveler will win; Cuba &#8216;s economy will win, but I wonder what of the other countries of the Caribbean and their need for the tourist dollar? Is there enough to go around? While the residents of the Bahamas and the Caribbean countries overwhelming favored Obama for president, citing &#8220;change&#8221; as the critical factor, many experts are concerned harder times are coming for the tourism industry. These difficult times would only be exacerbated by an increase in Cuban tourism.</p>
<p>
<p>Furthermore, the government coffers of many Caribbean countries have grown fat with the influx of high end resort developments spending, and promises to spend, hundreds of millions of dollars to develop large tracts of land, often very remote, into high end developments featuring golf courses, casinos and marinas built for the largest luxury yacht. These vacation, investment or second homes often are priced well over a million dollars. A cornerstone of the Obama campaign was his promise to raise income taxes for anybody who could afford one of these properties. An entry from an expat blog, the Belize Gringo, &#8220;………the tax reforms that Obama plans to put in place would severely cut the disposable income that this income tax bracket previously spent on vacationing and investing in Belize &#8221; is representative of the concern.</p>
<p>
<p>For those Caribbean countries whose financial and banking sectors generate a significant source of national income, Obama policies may also have an impact. He is a staunch supporter of eliminating tax havens in the Caribbean , having proposed the &#8220;Stop Tax Haven Abuse Bill&#8221; while in the Senate. The French and Germans have suggested a primary blame for the world wide banking crisis is the existence of these tax havens and have discussed embargos to force change. It would be strange world if at the end of the Obama presidency the trade and travel restrictions now imposed on Cuba have been moved to the Caymans and other &#8220;tax havens.&#8221;</p>
<p>
<p>The first ninety days of any presidency is often viewed as a measuring stick for the next four years. No group will be watching the Obama Presidency closer than the Caribbean community.</p>

			<content:encoded><![CDATA[<p>Real Estate is going through some of its most difficult times in 30 years. Financing is becoming almost impossible, even for Bobby Ginn.</p>
<p>&#13;Bobby Ginn quotes that:</p>
<p>&#13;* Over the past year, we have offered several different buyer incentives for the Villas at Reunion Square in an effort to protect property values, close out the project, and continue with my original vision. We have had some success with these incentives, but, due to the downturn in the real estate market, some prices have fallen even below the incentives that we have offered.</p>
<p>&#13;* It is for these reasons that we&#8217;ve made the decision to lower the purchase price on a number of developer-owned units at the Villas. We hope that by offering these units, and the amenities and Ginn One Club membership that will accompany them, at prices more in line with the current market, we will be able to stay the course and complete the vision for Reunion.</p>
<p>&#13;I am one of Reunion Resorts biggest supporters and believe things will eventually turn around, and issues like below should be addressed and not just blame the bad market and sales that were cancelled.</p>
<p>&#13;On July 1st it was reported that Ginn Clubs &amp; Resorts missed principal and interest payments yesterday on its first- and second-lien debt, sources said.</p>
<p>&#13;Interest payments are subject to a three-day grace period, but there&#8217;s no grace on the principal, sources noted. Lenders have agreed to forebear from exercising remedies for 30 days, but haven&#8217;t waived the default. Ginn&#8217;s loans are in the Standard &amp; Poor&#8217;s/LSTA Index.</p>
<p>&#13;As part of the forbearance agreement, Lubert-Adler is kicking in  million of equity that will be used for operations, according to market sources. It will not be used to make payments on the Credit Suisse-led loans.</p>
<p>&#13;The company has already been in active talks with lenders regarding a restructuring of the company&#8217;s 5 million credit facility. Those negotiations are ongoing, sources added.</p>
<p>&#13;Ginn&#8217;s first-lien debt is quoted at 45/50 this morning, with the second-lien at 10/20, sources said. There was a small trade in the first-lien last week near 50 and the paper has been quoted at 47.5/52.5 since then. The second-lien loan was not active, quoted at 17.5/22.5 last week, down from 35/45 in early June.</p>
<p>&#13;The loans back the development of five communities by the Celebration, Fla.-based company. The properties are Tesoro, a mature community in Port St Lucie, Fla.; Quail West, a mature community in Naples, Fla.; Hammock Beach River Club in Palm Coast, Fla.; and the Laurelmor and Grand Bahamas projects, both of which include golf courses and single-family and condominium homes.</p>
<p>&#13;Than President Robert Gidel released this statement:</p>
<p>&#13;Today, Standard &amp; Poor&#8217;s will release a statement that indicates two Ginn affiliated companies, Ginn-LA CS Borrower, LLC and Ginn-LA Conduit Lender, Inc. did not make a principal and interest payment on a non-recourse 5 million credit facility led by Credit Suisse. It will also state that we have reached a 30-day forbearance agreement and are actively negotiating with our lenders.</p>
<p>&#13;There are four communities involved in this credit facility:</p>
<p>&#13;* Ginn-LA St. Lucie, Ltd., LLLP, which owns Tesoro<br />&#13;* Ginn-LA Quail West, Ltd., LLLP, which owns Quail West<br />&#13;* Ginn-LA Laurel Creek, Ltd., LLLP, which owns Laurelmor<br />&#13;* Ginn-LA West End Limited, which owns Ginn sur Mer</p>
<p>&#13;Due to the ongoing slowdown in the residential real estate market, it became clear that it would not be possible to meet the homesite sales objectives necessary to make payments due under the credit facility.</p>
<p>&#13;We have been discussing these issues with the lenders for the purpose of seeking ways to restructure the terms of the credit facility. Today&#8217;s announcement of the forbearance provides an environment for both us as borrowers and the lenders to continue to work toward a restructuring of the credit facility, which we believe will occur in the next 30 days and will permit each of the communities to be completed as planned.</p>
<p>&#13;Even though sales throughout our industry have been lagging, nearly all development work has been completed at Tesoro and Quail West. While there is work left to do at Laurelmor, we have commenced work on much of the infrastructure, including the paving of miles of roadway and substantially completing the delivery of water and electric to the homesites.</p>
<p>&#13;Ginn-LA West End Limited previously set up accounts which contain the funds necessary to complete the infrastructure and the initial 18-hole golf course at Ginn sur Mer. These funds are not subject to the credit facility and are unaffected by the current situation, which means there will be no disruption to the continued development of the Ginn sur Mer project or the operations and development of Old Bahama Bay. The properties that are owned by Ginn-LA OBB, including the resort core of the Ginn sur Mer project, are not subject to this or any other credit facility.</p>
<p>&#13;The Credit Suisse-led credit facility only affects these four communities. All of our other communities, including Reunion Resort &amp; Club, Hammock Beach, the Conservatory, Bella Collina, Old Bahama Bay, Tesoro Preserve and Cobblestone Park, are separately funded and will maintain operations in accordance with business demands.</p>
<p>&#13;This situation has no impact on our ongoing business operations throughout the company. In fact, we are creating new initiatives to create better experiences for our Members as we speak. We recently announced the formation of the Ginn One Club, which will provide reciprocity to our Members at select Clubs and Resorts throughout our portfolio.</p>
<p>&#13;In addition, we are finalizing plans to complete amenities at our Clubs and Resorts including an expansion of the Waterpark at Reunion Resort &amp; Club which will feature a Members-only area, expanding our pool and food and beverage venues at the South Tower Plaza at Hammock Beach, completing the lobby area and tennis pro shop at Yacht Harbor Village, completing the Social and Equestrian center at Bella Collina and finishing the Clubhouse at Cobblestone Park, among other projects.</p>
<p>&#13;These important and significant issues effect The Ginn Company and its Name, and I believe we should have been notified before the media notified us. Issues were raised in the last live meeting held by CEO Bobby Ginn at his last live meeting that to please tell us the news whether good or bad, and keep the communication lines open so that everyone is on the same page. The good news is that from a historical perspective the Stock Market drops are not as bad at Black Monday 1987 or The Great Depression and world governments having learned lessons from the past are doing their best to stabilize the world economy. The US Federal Reserve and six other major central banks from around the world slashed interest rates yesterday and Central Banks around the world are working together to free up the credit market to get us moving in the right direction which is a good sign. </p>
<p>Governments may not have all the answers but I am confident that this is just another cycle and after the dust settles the markets will rebound and we will slowly get back on our feet again. Unfortunately, there is uncertainty and fear in the market as these recession/recovery cycles do take their time and people are worried about their jobs, their retirement accounts, their investments and their future. So what does all this bad news mean to our Freeport Housing Market. Well for one if you own a home it is still a great investment and you should be comfortable knowing that historically even with the ups and downs in the economy Real Estate has always proven to be the BEST investment you can make. If you are trying to sell your home today you must be realistic with the pricing as the world housing market is off up to 20%. If you absolutely must sell in this market as many of you must do for many different reasons, then you have to be prepared to accept less for your house as it is clearly a buyer’s market and buyers want great deals. If you are not willing to reduce your prices then you should take your home off the market so you don’t waste your time and end up disappointed. </p>
